In November 2012, Washington State became one of the first states to legalize recreational cannabis. To prepare for designing and administering regulations, the Liquor Control Board hired BOTEC (in a competitive bidding process) to provide consultant and research. Dr. Davenport served as project manager for BOTEC Analysis (at the time, serving as Managing Director) for what was the U.S.'s first paid government consultancy regarding setting up regulations for a recreational cannabis regime. Under his supervision, over a dozen papers were submitted to the Board, covering a broad range of topics.
