Guidance to Jamaica's Cannabis Licensing Authority re Medical Cannabis
Following the passage of a medical cannabis law (Dangerous Drugs Act Amendment of 2015), Jamaica's Ministry of Industry, Investment, and Commerce commissioned BOTEC to conduct stakeholder interviews and provide guidance to the newly-formed Cannabis Licensing Authority. Dr. Davenport served as project manager and lead consultant for this engagement under BOTEC Analysis, leading stakeholder interviews and economic modeling of illicit and potential licit supply and demand.
Advisement re Washington's Recreational Cannabis Law (I-502)
In November 2012, Washington State became one of the first states to legalize recreational cannabis. To prepare for designing and administering regulations, the Liquor Control Board hired BOTEC (in a competitive bidding process) to provide consultant and research. Dr. Davenport served as project manager for BOTEC Analysis (at the time, serving as Managing Director) for what was the U.S.'s first paid government consultancy regarding setting up regulations for a recreational cannabis regime. Under his supervision, over a dozen papers were submitted to the Board, covering a broad range of topics.
